UAE hospitality in 2025: what the numbers mean for automation

UAE facts: Dubai. According to Dubai's Department of Economy and Tourism (DET), reported by the Dubai Media Office, Dubai welcomed 19.59 million international overnight visitors in 2025, up 5% from 18.72 million in 2024. December 2025 alone brought 2.04 million, the first month above two million. At the end of December 2025 the city had 154,264 hotel rooms across 827 establishments, and average occupancy was 80.7%, up from 78.2%. DET also reported 44.85 million occupied room nights, an average daily rate of AED 579, RevPAR of AED 467 and an average stay of 3.7 nights (Dubai Media Office).

UAE facts: Abu Dhabi. According to Abu Dhabi's Department of Culture and Tourism (DCT), Abu Dhabi recorded a record 26.6 million visitors in 2025, including 5.9 million hotel guests (up 2.2%) plus 338,000 guests in holiday homes and glamping. Hotel revenue rose 19.5% to AED 9.1 billion and occupancy reached 81% (Abu Dhabi Media Office).

Our reading. High occupancy and short average stays mean a constant flow of arrivals, each bringing the same questions: check-in times, transfers, parking, breakfast, pool hours, late check-out. That repetition is exactly what AI handles well. High occupancy also means operations teams are busy, so faster routing of guest requests and cleaner shift handovers matter as much as guest-facing chat. Neither figure tells you what your property needs; your own message logs will.

Guest FAQs and pre-arrival messages

The answer first: an AI guest assistant should answer only from content the hotel has approved: policies, amenities, opening hours, directions, transfer options and house rules. If the content does not cover a question, it should say so and pass the guest to a person.

What to put in the knowledge base. Check-in and check-out times and the late check-out policy; deposits and what they cover; parking and valet; pool, spa, gym and beach hours; restaurant opening times and dress codes; airport transfer options; family, accessibility and pet policies; smoking rules; and local information you are happy to stand behind. Pre-arrival. A booking confirmation can invite the guest to message the hotel on WhatsApp. Once the guest writes, the assistant can answer questions, collect arrival times and requests (cots, airport pickup, dietary needs) and write them to the guest profile for staff to action. Anything that changes the booking or costs money goes to a person or a controlled system step.

Fees and charges. Guests often ask about city fees on the bill. Dubai's Tourism Dirham, for example, was reported by Gulf News at its introduction in 2014 as a per-room, per-night fee collected by accommodation providers and shown as a separate line on the bill. Amounts depend on the property's category, so the assistant should answer from wording your finance team has approved, not from general knowledge.

Our recommendation. Write answers once in plain English and Arabic, reviewed by fluent staff, rather than letting the model translate policy on the fly. Tell guests early that they are speaking to an AI assistant and how to reach the team.

Multilingual guest support: Arabic, English and the source-market mix

UAE facts. DET's 2025 source-market split for Dubai's international overnight visitors was: Western Europe 4.10 million (21%), GCC 2.99 million (15%), CIS and Eastern Europe 2.89 million (15%), South Asia 2.89 million (15%), MENA 2.17 million (11%), North East and South East Asia 1.85 million (9%), the Americas 1.40 million (7%), Africa 897,000 (5%) and Australasia 401,000 (2%) (Dubai Media Office, cited above). In Abu Dhabi, DCT reported the top hotel-guest markets as India (436,124, 13% of hotel guests), Russia (257,200), the UK (250,906), China (248,494) and Saudi Arabia (200,652).

Our reading. No single language covers these guests. English is the common working language; Arabic serves GCC, MENA and local guests; and the regional mix points to demand for languages such as Russian, Hindi, Chinese, German and French, depending on the property. The regional figures do not tell you which languages your guests use, so check your own booking and message data before choosing.

What AI can and cannot do. Large language models can understand and reply in many languages, which is a real advantage for a small front-office team. But quality varies by language and dialect, and policy wording matters. Our recommendation: approve core answers in English and Arabic, let the assistant reply in other languages with a clear note that a team member can help, and route complaints or anything sensitive to staff who speak the language where possible. Do not advertise 'perfect' translation.

Arabic specifics. Guests may write Gulf Arabic, other dialects, Modern Standard Arabic, Arabic with English words mixed in, or Arabic in Latin letters. Test with real messages, keep booking references and names exactly as written, and give fluent staff a weekly sample to review at first. For voice, Microsoft's Azure AI Speech lists ar-AE (Arabic, United Arab Emirates) for speech recognition and two ar-AE neural voices (Microsoft Learn); a listed language still needs testing on your own callers.

Reservation enquiries: live data or no answer

The answer first: an AI assistant can take reservation enquiries well, but only if availability, rates, restrictions and booking details come live from your property management system (PMS) or booking engine at the moment the guest asks. An AI that 'knows' your rates from a document will eventually quote a wrong price to a guest, in writing.

How it should work. The guest asks about dates. The assistant collects dates, guests and room preferences, then calls a read-only tool that queries the booking engine and returns what is actually available, with the rate and conditions as the system states them. The assistant presents those results and either sends the guest to the booking engine to complete the booking or passes a structured enquiry to the reservations team. It never calculates or discounts a rate itself.

Changes and cancellations. Modifying or cancelling a booking has financial consequences. In the first phase, the assistant should collect the request and the booking reference, check the policy text from the knowledge base and hand over to reservations. When the system does not answer. Integrations fail. If the PMS lookup times out, the assistant should say it cannot confirm availability right now and offer a callback or a handover, not fall back on guessing. This rule belongs in code, not in the prompt.

Group, corporate and event enquiries. These usually need a person: they involve negotiated rates, contracts and meeting space. Worth noting

Staff workflows: housekeeping, maintenance and shift handovers

The answer first: some of the most valuable hospitality automation never talks to a guest. It turns guest messages into the right ticket for the right team, keeps requests from getting lost between shifts, and gives managers a clear summary of what is open.

Request routing. 'Can I have two more towels?' and 'The air conditioning is not working' arrive on the same WhatsApp thread. The assistant classifies each request, creates a ticket for housekeeping or engineering with the room number, priority and guest language, confirms to the guest that the request is logged, and updates them when staff close it. Urgent or safety-related messages, such as a water leak, a medical issue or a security concern, should alert the duty manager immediately rather than join a queue.

Shift handover summaries. At shift change, AI can draft a summary from open tickets, guest notes, VIP arrivals, complaints in progress and log entries. The outgoing supervisor checks and edits it; the incoming team reads one page instead of scrolling through chats. The summary must link back to the underlying tickets, so nothing exists only in the AI's text.

Review analysis and response drafts

The answer first: AI is good at reading hundreds of reviews and surveys, grouping them into themes (cleanliness, check-in wait, breakfast, noise, staff friendliness), tracking sentiment over time and drafting replies. A manager should approve every public response.

Themes, not just scores. A star average tells you little. Grouping comments by department and by theme shows, for example, that complaints about check-in cluster on certain days, or that praise for one restaurant mentions the same staff behaviour. Feed these themes into the weekly operations meeting with links to the original reviews, so managers can check the AI's grouping.

Multilingual reviews. Reviews arrive in many languages. AI can summarise them into one working language for the management team, but keep the original text alongside the summary, and have replies to non-English reviews checked by someone who reads the language where you can.

Response drafts. The assistant can propose a reply that thanks the guest, addresses the specific point and invites follow-up offline. The manager decides what the hotel admits, offers or promises. Never let AI publish replies automatically, and never let it reveal booking details, room numbers or staff names in a public reply.

Internal knowledge and operational reporting

SOP assistant. New and rotating staff ask the same questions: how to process a late check-out, what to do when a guest reports lost property, which forms a group booking needs. An internal assistant that answers from the hotel's own standard operating procedures, with a link to the source document, reduces interruptions for supervisors. It must respect access rights: a front-desk agent should not retrieve finance or HR procedures they are not cleared to see. Our AI knowledge base guide covers permissions and retrieval design.

Operational reporting. AI can draft a daily or weekly narrative from structured data: request volumes by type, response and closure times, open maintenance issues, review themes and the topics guests asked about most, by language. Our recommendation: let the system calculate the numbers from source data, and use AI only to write the narrative and highlight changes. Do not ask a language model to do the arithmetic.

What to report on the AI itself. Track how often the assistant answered without help, how often it handed over and why, wrong answers found in review, and guest feedback on AI conversations, split by language and channel. These measures tell you whether to expand or fix before adding scope.

Chatbot, AI agent or human: which handles what?

The answer first: use a simple scripted chatbot or menu for fixed, predictable questions; an AI agent connected to your systems for questions that need understanding plus a live lookup or a controlled action; and people for anything involving judgement, money, complaints, safety or emotion. Most hotels need all three, working from one guest record.

By 'chatbot' we mean a rules-based or menu-driven bot with fixed answers. By 'AI agent' we mean a language model that understands free text and can call defined tools, such as an availability lookup or ticket creation, within limits you set. This framing is ours; vendors use the terms loosely.

WhatsApp, PDPL and payment data: the rules that shape the design

WhatsApp expectations. In the same Zbooni/YouGov survey, 85% of UAE residents wanted businesses to offer WhatsApp for support and 65% had used WhatsApp to ask a business about a product or service in the past year. For hotels, WhatsApp is usually the guest channel to get right first. Our AI customer support guide for UAE businesses covers the channel in depth; the essentials follow.

Platform, window and templates. AI automation needs the WhatsApp Business Platform (Cloud API), not the Business app on one phone. When a guest messages you, Meta says this 'opens a 24 hour customer service window', in which free-form replies are free. Outside that window, the hotel may only start a conversation with an approved template categorised as marketing, utility or authentication, and Meta has charged per message since 1 July 2025 (Meta pricing; Meta templates). A pre-arrival message sent days before check-in is a template; a booking confirmation is typically utility, an upsell offer is marketing.

Opt-in. Meta requires businesses to state clearly that a person is opting in to receive messages and from which business (Meta opt-in). Capture opt-in in the booking flow, record it on the guest profile, and keep service messages separate from marketing.

Meta's AI provider rule. Section 4.7 of the Meta Terms for WhatsApp Business Platform bars providers of general-purpose AI assistants from using the platform when the AI is the primary functionality being offered. TechCrunch reported the rule takes effect on 15 January 2026 and that Meta confirmed businesses using AI to serve their own customers are not affected (TechCrunch). Our interpretation, not legal advice: a hotel's own guest assistant is fine; a general 'ask me anything' bot on your number is not. The terms also stop WhatsApp platform data being used to train third-party AI models, so check your vendor's terms.

PDPL. Guest data, including names, phone numbers, passport details, preferences and chat logs, is personal data under the UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021), in force since 2 January 2022. Consent is required unless an exception applies, and conditions apply to transfers outside the UAE (u.ae). DLA Piper's summary notes rights to object to direct marketing and to certain automated decisions (DLA Piper). Properties in DIFC or ADGM fall under their own data protection regimes. Card data never goes in chat. Guests sometimes type card numbers into WhatsApp to guarantee a booking. Your assistant should never ask for card details, should warn guests not to share them, and should send a secure payment link hosted by your payment provider instead. If card data does arrive, have a process to mask or delete it from transcripts. Keeping card data out of messaging and AI systems keeps them out of your PCI DSS scope, which your payment provider can advise on.

Outbound calls. If you use AI voice for outbound promotional calls, the UAE telemarketing rules apply: the Ministry of Economy and Tourism's summary of Cabinet Resolution No. 56 of 2024 sets calling hours of 9am to 6pm, a recording notice and a ban on calling numbers on the Do Not Call Register (MoET). Inbound guest lines are different; an AI receptionist answering calls you receive is the more common starting point.

Restaurants and F&B groups

The answer first: restaurants use the same building blocks on a smaller scale: answering questions about menus, opening hours, location and dietary options; taking reservation requests through the reservation system; and routing private-dining and event enquiries to a manager.

Allergens need a hard rule. An AI assistant can share the allergen information the kitchen has approved for each dish, with a clear note to confirm with staff. It must not reassure a guest that a dish is 'safe' for an allergy. Allergy questions should end with a human confirmation, especially where recipes or suppliers change.

Reservations. As with hotels, table availability must come live from the reservation system. The assistant can collect party size, time, seating preference and occasion, then confirm only what the system confirms.

Multi-outlet groups. A group with several brands needs separate content and tone per brand, but can share the infrastructure: one gateway, one CRM, one reporting layer. Review themes across outlets are often more useful than per-outlet scores, because they show which problems are systemic.

Costs and how to judge the return

The answer first: there is no reliable public price for hotel AI automation, because cost depends on channels, languages, integrations and volume. The main cost drivers are WhatsApp template messages (priced per message by Meta), AI model usage (priced per token), voice minutes and speech services if you add phone, licences for the PMS, CRM and helpdesk you already use, integration work, bilingual content preparation and ongoing review time.

Judge return against today's process. Compare against the cost of staff time spent on repeat questions, requests lost between shifts, slow replies to booking enquiries and the management time spent reading reviews. Common mistakes

Letting the AI quote rates from documents. Rates and availability must come live from the PMS or booking engine.

Hiding the human. Guests who cannot reach a person complain in reviews, publicly.

Machine-translating policies on the fly. Approve core answers in English and Arabic; review other languages.

Taking card numbers in chat. Use hosted payment links and mask anything that slips through.

Requests that never become tickets. A promise in WhatsApp that no team owns is worse than no reply.
